PRISON REFORM
Solitary confinement and neglect of prisoners mental health are now considered as cruel and unusual punishment. No prison or jail be privately owned or be for profit in the US. Instead all of the profits that these institutions make will go to the federal government. The only exception to any institution of any kind being privately owned will be rehabilitation centers. These rehabilitation centers will act the same as prisons but will be smaller and more rural based in order to avoid mass incarceration. Rehabilitation centers will be financially rewarded for lowering the rates of recidivism by the federal government. In order to make the transition to prisons to the rehabilitation centers smoother for private prisons owners the government will aid them in the construction of these facilities(the amount of help that the private owners will receive depends on the state and what they decide on). All prisons and rehabilitation centers will be required to be evaluated by the federal government every 2 years. Staff of any of these facilities found guilty of corruption will be sent to federally run government prisons. Prisons and rehabilitation centers will be required to have a staff of therapists, medics, doctors and psychologists to accommodate the facility's population of prisoners(The staff mentioned previously are called health staff). The health staff will be granted special rights according to the facilities that they work at in order to protect them from corruption and harm that comes to them from working at these facilities.
PSYCHOLOGICAL CARE
To guarantee everyone's pursuit of happiness everyone in the US will be entitled to some sort of psychological care to be paid by the government. US citizens can choose what form of psychological care that they want. The federal government will allocate $2000 monthly for every US citizen in order for them to receive the care that they need. The annual national budget will be split up so that it can pay for everyone(The money would come from the military budget).
JUDICIAL REFORM
Under the law men and women are created equal. No matter what race, ethnicity, gender or sex everyone has equal rights. In order to secure these rights judges will be held accountable for their decisions on trials and can be punished if it is proven that they aren't trying to secure these rights. Judges will be tried by other judges until a conclusion is reached. If a conclusion isn't then it will go to the supreme court. To accommodate for the increase of trials due to the changes there will be 27 supreme court justices. Family court in every state in the US will become a more thorough process to protect these rights. States will be allowed to run the courts as they wish but will be required to put in place more checks. A check that will be required for all states to have is a discrimination court. To make sure these checks are done correctly the federal government will be allowed to step in to protect citizens rights. Anyone currently incarcerated due to any sort of discrimination will be allowed to be pardoned and have a retrial. These pardoned people will be allowed to have their charges dropped in 3 years if a conclusion isn't reached, only if they take measures to re enter society and have not committed any crimes in this time period. If pardoned and have committed a crime then said person will still be able to receive a retrial but will be reincarnated again until a conclusion is met.
